…As commentators have been swift to point out, this policy is deeply problematic. It reduces women to the role of temptress, blaming them for male transgressions from marital infidelity to sexual assault, while relying on the equally demeaning assumption that men are incapable of controlling their sexual impulses. It is also discriminatory in the context of the workplace, depriving female employees of critical opportunities for networking, mentoring, and face time.

…Discrimination under the guise of chivalry — sometimes called “benign protectionism” — is hardly new. Women have been “protected out” of jobs and educational opportunities … well, pretty much forever. Laws against sex discrimination have eradicated some of the most blatant examples, like policies prohibiting women from entering certain professions or excluding women and girls from educational institutions. But as Pence’s “No Girls Allowed” rule shows, these archaic views about gender persist.

…The ACLU is currently challenging a dress code at a K-8 public charter school in North Carolina that requires girls to wear skirts and prohibits them from wearing pants. As the school’s founder, Baker Mitchell, explained, the requirement was instituted “to preserve chivalry and respect among young women and men.” In his deposition, Mitchell elaborated further on the meaning of chivalry in this context: A woman is “regarded as a fragile vessel that men are supposed to take care of and honor.”

…Our clients argue that the skirt requirement leaves them uncomfortably cold in the winter time, distracts them during class for fear of boys looking up their skirts, and inhibits them from engaging in activities during recess like playing soccer, climbing the monkey bars, and doing cartwheels, all for fear of showing their underwear or being reprimanded for being unladylike.

…Even when dress codes seem gender-neutral, they are frequently used to police girls’ bodies — sending the message that girls are a “distraction” to boys or men. They are often disparately enforced against girls, students of color, LGBT students, or students of different sizes. And enforcement means students may be sent home from school or forced to “cover up” — in other words, excluded, shamed, and victim-blamed.

…The proposed solution is not to equip girls and boys to collaborate, learn, and work as equals, but rather it is to exclude the (overly sexualized) girls from the classroom altogether so the (out-of-control) boys can focus.

“I have no intention of apologizing,” she said. I’m really tired of watching women of color in particular being ignored.”

At least one person there, Republican Rep. Greg Davis, thought the comment was racist. According to a tweet by the Post Bulletin’s political reporter, Davis even said he thinks Hortman should resign.

Rep. Omar defended Hortman, though, by reading the definition of racism. She noted that racism involves someone antagonizing a person of a different race based on the believe that their own race is superior.

“I don’t think minority leader could be called, [or] her comments could be called racist,” Omar stated.

“…These working class communities—many of them located in the Midwest and the South—were tired of being treated like ‘flyover country.’ But by proposing the elimination of Amtrak’s long distance trains, the Trump Administration does them one worse, cutting a vital service that connects these small town economies to the rest of the U.S. These hard working, small town Americans don’t have airports or Uber to turn to; they depend on these trains.”
 
“What’s more, these proposed cuts come as President Trump continues to promise that our tax dollars will be invested in rebuilding America’s infrastructure,” continued Mathews. “Instead, we have seen an all-out assault on any project—public and private—that would advance passenger rail. These cuts and delays are costing the U.S. thousands of good-paying construction and manufacturing jobs in America’s heartland at this very moment.”

…The White House budget would lead to a nightmare scenario for people who depend on passenger rail, transit, commuter rail, and even regional air service in the United States, from Wall Street to Main Street. The proposal cuts $2.4 billion from transportation, a 13 percent reduction of last year’s funding, and includes:
 
Elimination of all federal funding for Amtrak’s national network trains, which provides the only national network service to 23 states, and the only nearby Amtrak service for 144.6 million Americans;
 
$499 million from the TIGER grant program, a highly successful program that invests in passenger rail and transit projects of national significance;
Elimination of $2.3 billion for the Federal Transit Administration’s “New Starts” Capital Investment Program, which is crucial to launching new transit, commuter rail, and light-rail projects.
 
Long distance rail routes open up enormous economic development opportunities, which the Administration’s proposal ignores or casts aside. The plan threatens the following long distances routes:

ACLU Report Details Horrors Suffered by Orleans Parish Prisoners in Wake of Hurricane Katrina 

The report documents the experiences of thousands of men, women and children who were abandoned at Orleans Parish Prison (OPP) in the days after the storm. “The prisoners inside the Orleans Parish Prison suffered some of the worst horrors of Hurricane Katrina,” said Eric Balaban, a staff attorney for the National Prison Project. “Because society views prisoners as second-class citizens, their stories have largely gone unnoticed and therefore untold.”

…The ACLU report describes a history of neglect at Orleans Parish Prison, one of the most dangerous and mismanaged jails in the country. This culture of neglect was evident in the days before Katrina, when the sheriff declared that the prisoners would remain “where they belong,” despite the mayor’s decision to declare the city’s first-ever mandatory evacuation. OPP even accepted prisoners, including juveniles as young as 10, from other facilities to ride out the storm. As floodwaters rose in the OPP buildings, power was lost, and entire buildings were plunged into darkness. Deputies left their posts wholesale, leaving behind prisoners in locked cells, some standing in sewage-tainted water up to their chests.

…Prisoners went days without food, water and ventilation, and deputies admit that they received no emergency training and were entirely unaware of any evacuation plan. Even some prison guards were left locked in at their posts to fend for themselves, unable to provide assistance to prisoners in need.

Among the people profiled in the ACLU report are:

– Ivy Gisclair, who was being held at OPP for $700 in traffic violations (mostly parking tickets) and had never been in any serious trouble with the law. After days in OPP following the storm, Ivy was transferred to Hunt, where he witnessed stabbings, rapes and countless fights. Ivy was finally transferred to Bossier Parish Maximum Security Prison. His release date came and went. When he asked a guard about it, he was pepper sprayed, repeatedly shocked with a Taser, beaten by multiple guards, and put in solitary confinement with no clothes. Ivy was released in an orange prison jumpsuit at a gas station by the side of the road, three weeks after his scheduled release date. It was the day of Hurricane Rita.

– Renard Reed, a guard at OPP’s psychiatric ward who reported to work before the hurricane out of a sense of camaraderie and shared responsibility. Like many other guards, Renard was locked in during his shift to prevent desertion, and was then ordered to go to the roof with a shotgun and shoot anyone trying to leave one of the flooded buildings. He was still stranded at the prison long after the prisoners were evacuated.

– Ashley George, a 13-year-old girl housed in OPP’s Youth Center, who was moved to an area adjacent to an adult male holding area where the men watched her use the toilet. As the building began to flood, Ashley spent days in water up to her neck. Adult prisoners rescued Ashley and the other children from the waters. After being taken to the bridge for evacuation, Ashley was lucky enough to be given a bag of potato chips and water. She reports again being forced to relieve herself publicly and that pregnant girls received no assistance or treatment.

House intel chairman stepping aside from House Russia investigation 

House intelligence chairman Devin Nunes announced Thursday he was temporarily stepping aside from leading the investigation into Russia’s meddling in the 2016 elections.

Nunes cited a series of ethics complaints filed against him alleging that he violated terms of discussing classified material following his clandestine meeting at the White House just over two weeks ago.

“I believe it is in the best interests of the House Intelligence Committee and the Congress for me to have Representative Mike Conaway, with assistance from Representatives Trey Gowdy and Tom Rooney, temporarily take charge of the Committee’s Russia investigation while the House Ethics Committee looks into this matter,” Nunes, a California Republican, said in a statement.

Undocumented Husband of Indiana Trump Supporter Deported to Mexico

Helen Beristain voted for Donald Trump even though she is married to an undocumented immigrant.

In November, she thought Trump would deport only people with criminal records — people he called “bad hombres” — and that he would leave families intact.

“I don’t think ICE is out there to detain anyone and break families, no,” Beristain told CNN affiliate WSBT in March, shortly after her husband, Roberto Beristain was detained by US Immigration and Customs Enforcement.

On Wednesday, Beristain was proven wrong as ICE split her family across two countries. Roberto Beristain, 44, was deported back to Mexico….

In an interview with the South Bend Tribune, she recalled her husband saying, ” ‘He’s going to get rid of the Mexicans.’ ” She told the Tribune her response at the time was that Trump would only deport the “bad hombres.”

President Trump’s Mar-a-Lago meeting with China’s leader Xi Jinping raises ethics concerns 

The government accountability office has now agreed to probe whether Mar-a-Lago has a secure space for classified communications, the type of Secret Service screening measures used on resort guests, and how the government ensures travel-related expenses are fair and reasonable. 

…Also in question is whether the Trump family financially benefits from such a high-profile visit.

“When President Trump arranges to meet a foreign leader at one of his branded properties like Mar-a-Lago, what he is doing is he is actually using government office for private gain,” [government ethics specialist Kathleen Clark] said.

The White House has not responded to inquiries about whether or not the Chinese delegation will pay for any services while visiting Mar-a-Lago.
