Connecticut’s practice of counting incarcerated people in the places they are locked up instead of the place they reside, for the purposes of redistricting. The suit argues that at least five state House of Representative districts and possibly as many as nine districts — Districts 5, 37, 42, 52, 59, 61, 103, 106, 108 and Senate District 7 — have an inflated amount of political power because of this practice.

That means white and rural areas gain political power at the expense of cities.

A police officer is fired after arresting two 6-year-old children

State Attorney Aramis Ayala said Monday that her office would not prosecute the misdemeanor battery charges against either child.

“I refuse to knowingly play any role in the school-to-prison pipeline at any age,” she said. “These very young children ought to be protected, nurtured and disciplined in a manner that does not rely on the criminal justice system to do it.”

The Orlando Police Department oversees the school resource officer who made the arrest, and they say the situation was not handled properly.

“On behalf of myself and the Orlando Police Department, I apologize to the children involved and their families,” Rolon said.

It sounds very much as if the reasons given for not pursuing charges are that procedure was not followed, and not that it was wrong to arrest a six year old child for having a temper tantrum in the first place. [Grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr!]

Under the new law, people caught with small amounts of marijuana will no longer face a misdemeanor charge that had been punishable by up to 30 days in jail and a $1,000 fine. Now people caught with 3 ounces or less of weed can still be hit with a citation carrying a $130 fine, but no jail term.

…While Ige took a hands-off approach to decriminalizing pot, he vetoed two other marijuana bills passed by the legislature.

He struck down legislation that would have made it legal for people to transport medical cannabis from island to island, and another bill that would have created an industrial hemp licensing program.

Using presidential power to withhold aid to a nation that was recently invaded by Russia unless its investigates your political rival sounds like the definition of a criminal quid pro quo. The possibility that Trump pressured another nation to interfere in the next presidential election on his behalf—not long after the completion of a multiyear investigation into interference in the 2016 presidential election by Russia on his behalf—is jaw-dropping.

…What is abhorrent about the alleged conduct here is not that Trump is pushing a foreign government to do something, but rather that he might have used his presidential power to get a foreign government to help him win the next election.

…What Trump is alleged to have done is not a garden variety crime; it’s worse. It involved misusing $250 million in aid appropriated by Congress for his benefit—the kind of gross misconduct that easily clears the bar of high crimes and misdemeanors set by the Constitution when impeaching a president.

Labeling Trump’s alleged conduct as “bribery” or “extortion” cheapens what is alleged to have occurred and does not capture what makes it wrongful. It’s not a crime—it’s a breach of the president’s duty to not use the powers of the presidency to benefit himself. And he invited a foreign nation to influence the 2020 presidential election on the heels of a nearly three-year investigation that proved Russia had tried to influence the 2016 presidential election.

As Greenland melts, something strange is happening to the ice sheet

About 80 percent of the ice sheet’s surface is like a snowcone: A dusting of fresh snowfall covers a thick layer of old snow, called firn, that’s slowly being compressed into glacier ice but still contains plenty of air pockets. When the top of this snow cone melts in the summer, liquid water percolates down into the firn, which soaks it up like a 100-foot-thick sponge.

…They started finding dense, compacted layers of ice in core after core, just below the seasonal snow layer. It was, MacFerrin says, as if a “turtle shell” had formed over the firn.

…That summer, for the first time on record, meltwater from this part of Greenland visibly started to flow away as runoff.

…Ice slabs have already caused Greenland’s runoff zone to expand by about 26 percent, according to the new study. 

…Under a worst-case scenario where carbon emissions continue to climb until the end of the century, the researchers calculated that ice slab proliferation could add up to 3 inches of sea level rise by 2100, boosting the ice sheet’s overall sea level rise contribution by nearly a third. In both a middle-of-the-road scenario where emissions peak by mid-century and the high emissions one, the amount of runoff from Greenland’s interior roughly doubles by century’s end.

For officers who are charged over excessive force, courts and juries are often reluctant to second guess an officer’s actions on the job, according to Stinson. But Stinson said he’s not sure whether that will hold true in the Nucera trial because of the “allegations of blatant racial discrimination and violence based on race by a police chief.”   

…Racism and bigotry in law enforcement “destroys the integrity of the judicial system as a whole” because any an officer’s racist beliefs would likely drive who they choose to arrest or target, said Beirich, of the Southern Poverty Law Center.

A new kind of rehab uses human connection to treat addiction — Quartz

The tagline for SeekHealing, the nonprofit she launched in 2018, is “Rethink Rehab.” It is far more radical than a typical addiction-recovery program. Funded by state health organizations and private donations, it’s one of a growing number of initiatives around the world aimed at tackling loneliness, social isolation, and deep-rooted disconnection by helping people develop critical social skills and offering a safe place to practice them, as well as a menu of ways to meet connect, interact, build trust, and give back.

…There’s a growing realization that supply is only part of the problem. Widespread loneliness and despair—from losing jobs to automation and trade, to mental health problems and a dearth of adequate opportunities—drive people to seek the relief that opioids and heroin seem to offer.

…They do not have to aim to be sober, only to improve their relationship with the substance which is causing them harm.  The program refers to addiction as bonding, since we bond to substances or behaviors …when we can’t bond to one another. Relapse is “returning to patterns one is trying to avoid.”

…Listening training, a core educational component of the program, aims to undo the transactional way many people converse—with an intent to fix, solve, be clever, or respond quickly. Instead, the goal is to actually listen without judgement. This creates the conditions which allow the types of interactions that flood the brain with natural opioids and make us feel good.

…Aside from listening training, the calendar is packed with ways of building connection muscles, meeting people, doing things, and learning. There are Sunday meet-ups in West Asheville and connection practice meetings in which facilitators encourage vulnerability and substantive conversation. There are pick-up basketball games, Reiki workshops, art therapy, and Friday night emotional socials (“no substances; no small talk”).

“The whole project is a playground of different ways to help people feel connected in this intentional, non-transactional way,” says Nicolaisen.

…A lack of strong social connection disrupts the balance among the brain circuits that use these feel-good chemicals produced by close relationships. When we are really hungry, Wurzman says, we will eat anything. “Similarly, loneliness creates a hunger in the brain which neurochemically hyper-sensitizes our reward system,” she says.

…“We need to practice social connective behaviors instead of compulsive behaviors,” she says. It is not enough to just teach healthier responses to cues from the social reward system. We have to rebuild the social reward system with reciprocal relationships to replace the drugs which relieve the craving.

“Our culture and communities either create environments that are either full of things that cause addictions to thrive, or full of things that cause relationships to thrive,” Wurzman says.

…SeekHealing offered something those programs couldn’t: access to a world that is not defined by addiction, but connection to others. “I am interested in things I never thought I would be interested in— growing plants, art, poetry,” he says. “Not the violent things I grew up with. I am always looking for new ways to grow.”

He has been sober for one year, and says he now gives way more than he takes—something he notes is remarkable for an addict, who has spent most of his life taking.

…“The epidemic is not to drugs—the epidemic is the loneliness and the pain and the feeling that you can’t belong anywhere,” he says. 

…“Even people who are still using, once they start making connections, the chance of them staying alive, and not OD-ing, and moving into greater levels of service, to maybe using medicine-assisted treatment, and becoming productive members of society increases.” Rather than limit recovery to those who are ready for abstinence, the theory goes, try giving help to those who aren’t ready yet, but may become so. This falls under the approach known as harm reduction, defined by the National Harm Reduction Coalition as “a set of practical strategies and ideas aimed at reducing negative consequences associated with risk-taking.”

…There’s funding for emergency care, which gives anyone at risk of overdosing, whether because they are recently out of detox or because they have had a major negative life event, free access to counseling, acupuncture, work with a program manager, body work, and Lyft rides to the center. No drug tests are required.

…She had been thinking about how to help people heal through real connection and communication—not just because there was such a dearth of services for care after rehab, but also because a lack of social connection affects everyone, and drives people to whatever substance they can find to sate the hunger they feel: Screens, social media, porn, shopping, alcohol, Adderall, heroin.

…She’s a big believer in the importance of rituals and the need to find non-religious ways for those who are not religious to have them. Rituals, she says, are a fundamental human thing, bringing people together.

Since Reconstruction in Mississippi — the state with the highest percentage population of African-Americans — there has not been a single black statewide office holder.

…The framers explicitly stated, “It is the manifest intention of this Convention to secure to the State of Mississippi ‘white supremacy,’ ” according to the journal of the proceedings.

…To that end, they adopted a two-tiered path to win statewide office, like governor or attorney general. Candidates must get both a majority of the popular vote, and win in a majority of Mississippi’s 122 state house districts, (only 42 of which are majority black). Otherwise, the state house of representatives gets to decide who wins.

It is important to emphasize that these findings describe only the average differences between boys and girls. In fact, the range of abilities within either gender is much greater than the difference between the “average girl” and the “average boy.” In other words, there are plenty of boys with excellent verbal skills, and girls with excellent visual-spatial ability. While it can be helpful for parents and teachers to understand the different tendencies of the two sexes, we should not expect all children to conform to these norms.

…Genes and hormones set the ball rolling, but they do not fully account for sex differences in children’s brains. Experience also plays a fundamental role.
