Nashua aldermen are considering entering into a memorandum of understanding with Boston Surface Railroad Company.

Boston Surface Railroad Company of Rhode Island is in the early stages of planning to bring privately funded passenger rail service from Bedford to Worcester, Mass., with potential stops in Nashua and Lowell, Mass.

City officials will be presented with a proposal on Tuesday to enter into a memorandum of understanding with the railroad company and the other communities to promote and facilitate the plan.

Democrats flip two seats in state special elections 

Democrats on Tuesday flipped two seats in special state elections in Florida and New Hampshire.

…In New Hampshire, Kari Lerner won a special state House election in a district President Trump won by a significant margin.

Earlier this month, Democrats flipped state House seats in New Hampshire and Oklahoma, replacing Republicans in two districts ahead of the 2018 midterm elections.

Since Trump’s election, Democrats have flipped eight GOP-held seats at the state level, and Republicans have yet to flip a seat in 27 special elections.

Twitter finds hundreds of accounts tied to Russian operatives

The Washington Post reported this week that some of the 3,000 Facebook ads bought by Russian operatives promoted African American rights groups, including Black Lives Matter. Those ads were targeted at users in specific locations such as Ferguson and Baltimore, two cities that have faced violent protests over police shootings of black men. Ads aimed at voters in other regions, meanwhile, suggested that the same groups pose a rising political threat.

Other ads featured Muslims supporting Democrat Hillary Clinton for president and were targeted at Facebook users who might fear Muslims.

Facebook, Google and Twitter are being summoned to a public hearing before the Senate Intelligence Committee on Nov. 1.

…lawmakers and analysts criticized Twitter for appearing as if it had only accepted and looked into the data that it had received from Facebook, rather than conducting a broader internal investigation.

…Last week Warner and Sen. Amy Klobuchar (D-Minn.) urged colleagues to support a bill that would create new transparency requirements for platforms that run political ads online, akin to those already in place for TV stations, according to a letter obtained by The Post. Lawmakers from across the political spectrum – from Sen. Cory Booker (D-NJ) to Sen. Price’s tax-payer funded private-jet travels included visits to resort areas, lunch with son 

Like some of the other 26 flights that Price took on corporate jets since May identified by a POLITICO review, the trip to Tennessee appears to have occurred despite the existence of multiple commercial flight options. The trip to Georgia, while less direct, also could have been accomplished with a routine connecting flight through Atlanta’s busy international airport.

On Aug. 4, Price flew a Dassault Falcon 2000 twin jet from Raleigh, North Carolina, where he had given a speech to a flu vaccine manufacturer, to Brunswick Golden Isles Airport, which is about a half-hour drive from St. Simons Island. It was the same plane that had shuttled him between five states in four days, one that HHS had chartered through Classic Air Charter for more than $86,000, according to federal contracts.

The plane arrived in Brunswick at 4:02 p.m. the afternoon before the start of the two-day Medical Association of Georgia retreat and roughly 40 hours before Price addressed the group, according to airport records and people familiar with the event. At about the same time, there were connecting commercial flights from Raleigh to Brunswick via Atlanta that would have gotten Price to St. Simons Island that evening.

…The Nashville trip offered even more commercial options. On June 6, Price took a Learjet 55 — a $17,760 round-trip flight, according to a federal contract — that departed from Washington Dulles International Airport at 9:12 a.m. ET and touched down in Nashville at 9:44 a.m. CT.

Two commercial flights that morning followed similar itineraries. An American Airlines plane departed Reagan National Airport at 9:05 a.m. ET and landed in Nashville at 9:39 a.m. CT. A Southwest Airlines flight left Baltimore-Washington International at 9:18 a.m. ET and arrived in Nashville at 9:54 a.m. CT.

Commercial airline tickets with government discounts would have cost between $102 and $333 per person one way between the two cities, according to the U.S. General Services Administration.

…Richard Painter, who served as the top ethics official for President George W. Bush, said Price’s trips may have been legal but were ethically dubious.

“To use a charter flight on something that combines personal and government business, I think it’s highly unprofessional and really inappropriate,” Painter said — especially if personal business represented a disproportionate part of the trip.

…Painter said Price’s trip to Nashville raised multiple ethical concerns. Despite spending nearly $18,000 on a Learjet, Price spent just five-and-a-half hours in the city and with only two official visits on his calendar — an hourlong tour of the dispensary and a 20-minute speech — that bookended his lunch with his son.

[Stone] proclaimed he had “answered all of the questions” the lawmakers asked him. But he hadn’t.

… “He refused the central question we had, which was who was he communicating with,” said one committee member who asked not to named.

….At around one in the morning on October 2, Stone tweeted: “Wednesday@HillaryClinton is done. #WikiLeaks.” Two days later, he tweeted: “I have total confidence that @wikileaks and my hero Julian Assange will educate the American people soon #LockHerUp.”

These tweets certainly suggest that Stone knew something was coming soon from WikiLeaks. In fact, on Thursday, October 6, the hacked emails of Clinton insider Capricia Marshall were posted on the DCLeaks site, and the true bomb hit the following day: WikiLeaks began posting the first group of 60,000 emails stolen from Podesta. These emails would be released by WikiLeaks in small batches almost daily over the next month,  creating a drip-drip-drip crisis the Clinton campaign could not shake.

Stone’s tweets—especially the one on October 2—indicate prior knowledge of a major WikiLeaks action against Clinton.

…Outside the hearing room, Stone—a longtime conspiracy theorist (he wrote a book saying LBJ killed JFK), and now a regular contributor on Alex Jones’ Infowars site—took a confrontational stance. He boasted that he had matched committee Democrats point by point. He demanded that three committee Democrats—as well as Clinton—apologize to him. But if Democratic committee members are right, Stone’s time in the barrel may not yet be over.
