NH Supreme Court: Cash bail OK for suspects with flight risk

Proponents of bail reform argue the changes have halved the detainee population in the county jails, which save counties roughly $2,500 per month, per prisoner, by forcing prosecutors to prove a specific suspect poses a threat to the community if they were to be released.

…Law enforcement has been vocally critical of bail reform, providing numerous anecdotal examples of individuals arrested given a personal reconnaissance (PR) bail, not showing up to their court date, getting arrested on a warrant for failing to appear (FTA), receiving another PR bail and failing to appear again, and in some instances, multiple times. Toussaint calls the current bail situation “catch and release.”

…Police departments and prosecutors critical of the new law have been unable to provide adequate data that quantifies how many suspects charged with Class A misdemeanors, versus Class B misdemeanors, versus civil violations are not appearing in court.

A Federal Judge Orders Sweeping Changes To Bond Hearings In Boston Immigration Court

Saris ruled that asking an undocumented immigrant who is eligible for bond to prove why they are neither a flight risk nor a threat to the community violates the individual’s due process.

Moving forward, the burden of proof will be placed instead on federal immigration officials, similar to how bond hearings are decided in criminal court proceedings. 

Saris additionally ordered immigration judges to consider alternative conditions to detention, like GPS monitoring and orders of supervision that require regular check-ins with U.S. Immigration and Customs Enforcement (ICE).

Julian Castro whines that NH not diverse enough to hold first primary, and if he didn’t succeed there it can’t be that he didn’t show up enough it has to be the fact that there are too many white people there

Kamala Harris shutters offices throughout New Hampshire

“The campaign has made a strategic decision to realign resources to go all-in on Iowa, resulting in office closures and staff realignments and reductions in New Hampshire,” said spokesman Nate Evans.

…The campaign’s field organizers working in the state were all laid off Thursday, per a campaign source. The remaining skeletal staff will work out of Manchester.

The office there appeared closed and empty during two visits in the morning, but a light was on later in the day. A man walked out in the early afternoon and said the campaign was going well. There were still dozens of bright yellow lawn signs, a big drawing of the phonetic pronunciation of “Kamala” and information about how to receive text messages from the campaign.

New Hampshire has never been seen as a priority for Harris, though until this week she had insisted that she intended to compete vigorously here.

…The top-tier Democratic candidates have dozens of staffers on the ground here, some over 60, with offices in each of the ten counties throughout the state.

The world inside the DC bubble is often not reflected in the real world. You cannot campaign in South Carolina or New Hampshire the same way you do in California. Both of these points seem to have eluded the Senator’s organization. If she still wants to be President of the United States -as opposed to, say, President of California- she would do well to heed them.

Even though it flies in the face of all the glib certainties TV pundits are fond of proclaiming …[is that] it is too soon to be writing off anyone with a credible record and proven history of winning elections (with the strong exception of Bill de Blasio and Tulsi Gabbard).

…I recall pundits declaring with voice-of-God certainty in late summer of 2015 that the only Republicans who could plausibly win the 2016 nomination were Jeb Bush and Marco Rubio.

Vermont is not New Hampshire

Aesthetics, however, is where the similarities between Vermont and New Hampshire end. Though the physical landscapes of these two bucolic states share much in common, their political landscapes are quite different. In fact, from a policy and political standpoint, these two neighboring states are on opposite ends of the spectrum. 

With annual state spending equivalent to 17% of state GDP, Vermont has the seventh largest state government in the country relative to the size of its state economy. New Hampshire, meanwhile, with state spending equaling less than 8% of GDP, has the smallest state government in the country except for Texas.
