Can the Pentagon fix this themselves? Sure.
Have they shown any sign of doing so? Not a one.
Will they? Apparently not.

Speaking of leaders who are not acting in the interests of justice or the increased national security that orderly cohesion among the troops would bring….

“[Gillibrand] added that she wished the White House would intervene. “I also hope the president’s paying attention,” she said Thursday in a phone interview. “He could make this change all by himself.”

Sure, he could. Will he? Well, he hasn’t exactly shown himself to be at all motivated to have the back of women or minorities. My guess is that he’s too busy kissing the ass of uber-rich,old white men to act on behalf of women in any meaningful way.
