So, isn’t sending troops to a border tantamount to declaring war?
If a country declares war on another people then it follows that both parties are now at war.
If a people is at war, the violence the perpetrate  against their opponents is part of being at war and to be more than expected.
The way I see, when the Israeli government plays at war they are helping their enemies because they are justifying attacks which are then made on their own people.
