The modesty doctrine revolves around the assumption that a man has a right to sex with every woman he finds attractive. In Christian fundamentalism, he only has a right to sex with his wife. That’s why certain women get singled out as threats, despite trying their hardest to be “modest.” It doesn’t matter what they wear; if men find them attractive and can’t marry them, they must be punished.
