If arrests like this are OK we need to go ahead and make this a police state where it is illegal to question the police or show any indication of disapproval of their behavior. We already have a sentence of death for it. We need to either admit this is not OK or admit we’re fine with being a police state where you can be legally shot if any random officer of the law takes a disliking to you.
The police do not arrest the shooter, they arrest the victims.
