Spider Man vs. NYPD Cops

Which came first, the officer choking the suspect or the resisting of the arrest? Hmmm, I know which one I think started it.

It’s not as if the suspect didn’t have evry reason in the world to fear for his life, given the NYPD record on chokeholds.
