It’s a start but the officer should be charged with 1st degree murder.

Officers of the law should be expected to live by the same laws they uphold. If any other citizen had fired multiple times at an unarmed man the person would be charged with murder. Anything less than a murder charge here is giving the police a pass because they are special and don’t have to live by the same rules everyone else does,
