Whistle-blowing means calling out people who malicious do wrong when they know better.

That is not what Mr. Hicks did.

Perhaps he said more than his superior deemed appropriate for public safety and ongoing investigations?

In any case, he accomplished nothing except making himself look like a bad employee and a non-Team player.

Demoted to a desk seems appropriate to me.
