Sure, he has the right to disagree.
He also has the right to expect that publicly disagreeing with an official who outranks you in your own party who you are ostensively supporting is going to make him (rightfully) a pariah.

The man is a mayor of a major city so one would think he knows how the game is played. He chose not to play ball, he has mud on his face and he rightfully should expect to be relegated to dusty annals of history without many friends.

If that is he has to offer as political friend he very has the right expect much of the same in return.
