Because no one in the OWH gives a shit about individual civil rights like the expectation of privacy.
Because our country has been indoctrinated by two decades of watching sanctimonious cops on law and order 24/7 on thrity channels at a time break the law and disrespect the rights of the citizenry until no one even recognizes a bully when they see one.
